Google has finally released the Android 4.3 version officially that stands still with Jelly Bean but brings good features such as multi-user profile, Bluetooth smart, OpenGL ES 3.0, background Wi-Fi location and many more. As expected Android 4.3 is rolling out to current Nexus devices including the Samsung Nexus 10, for those of you who are now able to get the OTA notification due to any reason, here’s guide to install Android 4.3 for Nexus 10 manually.
You need a Windows PC with ADB and Fastboot drivers installed and make sure the bootloader of your tablet is unlocked, you can install drivers with this guide and unlock the bootloader with this guide. Make a backup of your device data such as SMS, internet setting, contacts music files etc because the below procedure may wipe data, you can sync your contacts with Gmail account and for messages use SMS apps, lastly use the carbon Android app to backup apps and data.

Instructions
Step #1: Download Android 4.3 Jelly Bean JWR66V build factory image for Nexus 10 from here.
Step #2: Unzip the downloaded file into a folder.
Step #3: Plug your Nexus 10 tablet to PC using a USB cable.
Step #4: Open up command prompt (you can find it from Start menu>programs>accessories).
Step #5: Type following command and press enter:
ADB devices
Step #6: Reboot your phone into fastboot mode with following command:
adb reboot-bootloader
Step #7: Navigate to folder where you’ve unzipped the downloaded Android 4.3 Jelly Bean update in command prompt with commands such as C:\update.
Step #8: Enter following command to start Nexus 10 Android 4.3 update installation:
flash-all.bat
Step #9: Wait until installation is done.
