Instructions
Step #1: Download Android 4.3 factory image for Nexus 4 from here. (It’s Nexus 4 Android 4.3 OTA Jelly BeanJWR66V build).
Step #2: Unzip the downloaded file into a folder.
Step #3: Plug your Nexus 4 to PC using a USB cable.
Step #4: Open up command prompt (you can find it from Start menu>programs>accessories).
Step #5: Type following command and press enter:
ADB devices
Step #6: Reboot your phone into fastboot mode with following command:
adb reboot-bootloader
Step #7: Navigate to folder where you’ve unzipped the downloaded Android 4.3 Jelly Bean update in command prompt with commands such as C:\update.
Step #8: Enter following command to start Nexus 4 Android 4.3 update installation:
flash-all.bat
Step #9: Wait until installation is done.
